The Edison Electric Institute (EEI) appreciates the opportunity to submit comments on the proposed Clean Energy Incentive Program Design Details, issued by the Environmental Protection Agency in Docket No. EPA-HQ-OAR-2016-0033. 81 Fed. Reg. 42,940 (June 30, 2016). Similar to EEI's earlier CEIP comments, the purpose of these comments is to identify issues and concerns with the proposed design details and, where possible, to suggest changes with the goals of increasing flexibility and ensuring the early reductions contemplated by EPA in establishing the CEIP. Please do not hesitate to contact either of us if you or a member of your team has any questions. EEI looks forward to continuing our dialog with the Agency on this important rulemaking.
