The Edison Electric Institute (EEI) appreciates the opportunity to submit comments on the U.S. Environmental Protection Agency's (EPA's) proposed rule Control of Air Pollution from New Motor Vehicles: Heavy-Duty Engine and Vehicle Standards (Proposal or Proposed Rule). 87 Fed. Reg. 17,414 (Mar. 28, 2022). EEI is the association that represents all U.S. investor-owned electric companies. EEI members provide electricity for more than 220 million Americans and operate in all 50 states and the District of Columbia. As a whole, the electric power industry supports more than seven million jobs in communities across the United States. EEI member companies invest more than $120 billion annually to make the energy grid smarter, cleaner, more dynamic, more flexible, and more secure in order to provide affordable and reliable electricity to customers. EEI's members are committed to getting the energy they provide as clean as they can as fast as they can, keeping affordability and reliability front and center.

The Edison Electric Institute (EEI) appreciates this opportunity to submit comments on the advanced notice of proposed rulemaking Control of Air Pollution From New Motor Vehicles: Heavy-Duty Engine Standards issued recently by the U.S. Environmental Protection Agency (EPA). 85 Fed. Reg. 3,306 (Jan. 21, 2019) (ANPR). EEI is the association that represents all U.S. investor-owned electric companies. Our members provide electricity for about 220 million Americans and operate in all 50 states and the District of Columbia. As a whole, the electric power industry supports more than seven million jobs in communities across the United States. EEI member companies invest more than $100 billion dollars annually to make the energy grid smarter, cleaner, more dynamic, more flexible, and more secure in order to provide affordable and reliable electricity to customers. Across the U.S., electric companies are building the infrastructure need to support increased electrification of the transportation sector, with the support of the automakers. At the same time, there is a global movement to adopt electric transportation targets, as countries move to address environmental goals by removing tailpipe emissions from the equation. Transportation electrification provides an opportunity to leverage declining power sector emissions to also achieve reductions in transportation sector emissions. In order to capitalize on these opportunities as part of any future proposed rule, EPA should both treat electric vehicles (EVs) as zero grams per mile (g/mi) sources and explicitly include credit multipliers in order to further incentivize the adoption of these zero g/mi sources.
