The Edison Electric Institute (EEI) appreciates the opportunity to comment submit comments on the U.S. Environmental Protection Agency's (EPA's) proposed rule Revised 2023 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions Standards (Proposal or Proposed Rule). 86 Fed. Reg. 43,726 (Aug. 10, 2021). EPA is revising its standards for model years (MY) 2023-2026 to make the requirements for those year more stringent in light of the considerable emissions contributions made by the light-duty vehicle sector, reversing the relaxed standards codified in the Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule. 85 Fed. Reg. 24,174 (Apr. 30, 2020). EPA also includes numerous compliance flexibilities in order to incentivize the production and sale of zero or near-zero emissions vehicles (ZEV) in the proposed rule. EEI is the association that represents all U.S. investor-owned electric companies. Our members provide electricity for 220 million Americans and operate in all 50 states and the District of Columbia. EEI's members are committed to getting the energy they provide as clean as they can as fast as they can, keeping affordability and reliability front and center. Across the nation, EEI's member companies are leading a clean energy transformation, making significant progress to reduce emissions in our sector, while also creating good-paying jobs and an equitable clean energy future. They support taking action to tackle climate change while creating good-paying jobs and an equitable clean energy future. EPA should promptly finalize the Proposed Rule.
