The Edison Electric Institute (EEI) appreciates the opportunity to submit the attached comments on the U.S. Environmental Protection Agency's (EPA's) and the U.S. Army Corps of Engineers (Corps) proposed rule Definition of "Waters of the United States" Addition of an Applicability Date to 2015 Clean Water Rule (82 Fed. Reg. 55,542) published on November 22, 2017.
