The Edison Electric Institute (EEI) appreciates the opportunity to submit the attached comments to the Occupational Safety and Health Administration on the recently published proposed rule, Hazard Communication Standard (Proposed Rule), that proposes to modify the existing Hazard Communication Standard (HCS) to conform to the United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS) Revision 7 (GHS, Rev. 7), to address issues that arose during the implementation of the 2012 update to the HCS, and to provide better alignment with other U.S. agencies and international trading partners, without lowering overall protections of the standard.
