Please see the attached files for the comments of Environmental Defense Fund (EDF) on EPA's proposed revisions to the New Source Performance Standards (NSPS) for MSW Landfills and the related Advance Notice of Proposed Rulemakings (ANPR) on revisions to emission guidelines for existing landfills.
Abstract
The control of landfill gas based on the proposed requirements results in emissions reductions of over 30 volatile organic compounds and air toxics such as toluene, benzene, and vinyl chloride. The reduction of these emissions has direct and indirect health benefits, environmental benefits, reductions of methane gas emissions, and reduction of odor problems. Some landfills control landfill gas by combusting it in a boiler, engine, or turbine to produce steam or electricity, taking advantage of landfill gas as a renewable energy source.
