(Attachment Set 3) Environmental Defense Fund submits the attached materials to Docket Nos. EPA-HQ-OAR-2018-0283 and NHTSA-2018-0067, in support of our public comment on the proposal. To inform the development of clean car standards for light-duty vehicles, EPA staff published numerous peer-reviewed papers, attended and presented at topical conferences, and assessed numerous technical papers in the literature relating to light-duty greenhouse standards. EPA staff shared these resources with NHTSA. However, these resources went largely ignored by NHTSA in the development of the proposed rule. EDF submits these reports to ensure that they are contained in the administrative record and fully considered by both agencies participating in this rulemaking. Abstract

EPA established national GHG emissions standards under the Clean Air Act that extend through 2025. In this rulemaking, EPA will propose adjustments to those standards, following conclusion of the Mid-Term Evaluation (MTE) process and EPA’s Final Determination that it is appropriate to adjust the MY2022-2025 GHG emission standards.
