PM2.5 Uncertainty Project

On behalf of Environmental Defense Fund, I am writing to nominate Prof. Joel Schwartz as a scientific peer reviewer in regards to Docket ID number EPA-HQ-OAR-2019-0316. Prof. Schwartz is a leading global expert in environmental epidemiology with nearly four decades of relevant experience. He currently serves as Professor of Environmental Epidemiology at the Harvard School of Public Health and as Director of the Harvard Center for Risk Analysis. A recipient of the John D and Catherine T MacArthur Fellowship in 1991, in recognition of his work and contributions to epidemiology, statistics and economics that lead to identification of air pollution as a risk factor for early death and hospitalization. Further he pioneered the use of cost-benefit analysis in setting environmental standards and some of his seminal work continue to inform these analyses. He is now one of the worlds leading experts on both acute and chronic effects of air pollution exposure. His recent epidemiological work examines exposure to fine combustion particles in the air at concentrations well below current standards with a range of adverse health effects from increased respiratory symptoms, to increased hospital admissions, to increased deaths. He has also been at the forefront of developing and applying statistical methodological methods regarding the modeling of continuous covariates in epidemiologic studies, both for better covariate control and to more accurately assess the relationship between exposure and response. This has involved regression spline models, nonparametric smoothing, distributed lag models and generalized additive models. Use of mixed and hierarchical models to combine this information across studies and more recently application of causal methods in air pollution epidemiology. He has served as the Epidemiology Editor for the International Journal of Biometeorology and on the editorial board for the American Journal of Respiratory and Critical Care Medicine. Dr. Schwartz has served on numerous state, national, and international committees related to air pollution and epidemiology and is a former lead member of the Clean Air Scientific Advisory Committee. He has authored over 500 publications on health effects of air pollutants and lead. His research and expertise include 1) non communicable disease epidemiology, 2) air, water and lead epidemiology, 3) epidemiologic methods, 4) cost benefit analysis of air pollution control, and 5) exposure assessment.
