Please find attached oral comments I provided at the March 15th SACC Meeting on behalf of Environmental Defense Fund on EPA's draft fenceline screening approach.

Toxic Substances Control Act (TSCA) Screening Exposures to Fenceline Communities Docket: EPA-OPPT-2021-0415 Thank you for taking an important step to protect those who live in fenceline communities from toxic chemicals. As a concerned individual, however, I am writing to ask you to do more to protect our communities as the agency carries out the Biden Administration's commitment to prioritize environmental justice and "hold polluters accountable, including those who disproportionately harm communities of color and low-income communities." Communities near industrial facilities are often exposed to multiple toxic chemicals and other stressors simultaneously, exacerbating harmful health effects, like cancer and infertility and asthma. EPA's own data shows that industrial facilities that emit high-risk chemicals are often clustered together with other polluting facilities, further exposing nearby neighborhoods. The Toxic Substances Control Act requires EPA to consider risks to "potentially exposed or susceptible subpopulations" who face greater risk of health effects from chemicals. Fenceline communities clearly meet these criteria. I urge EPA to fully deliver on the promises of the Biden administration and Administrator Regan. To do so, EPA should: 1. Comprehensively evaluate chemical risks to fenceline communities, including potential exposures through waste, groundwater, and from accidental releases; 2. Consider the impact on communities located near multiple manufacturing or disposal facilities; and 3. Evaluate the combined risks of chemicals that pose the same type of harm, like asthma or cancer, to a community. I look forward to your response.

Environmental Defense Fund submits this request that EPA extend by 15 days the public comment period on the candidates under consideration to assist the Science Advisory Committee on Chemicals with the review of the Toxic Substances Control Act screening-level approach for assessing certain exposures to fenceline communities.
