I am writing to urge EPA to not rewrite its process for chemical risk evaluations. I am concerned about the risks this would pose to me, my family and my community. The proposed changes to the Procedures for Chemical Risk Evaluation Under the Toxic Substances Control Act (TSCA) threaten to downplay the connections these chemicals have to cancer and other chronic health problems, low-balling the risks we face. We rely on EPA's chemical safety standards to help keep us safe from the most harmful chemicals, and EPA's proposed changes will underestimate the true risks a chemical poses to our health. This will only benefit the chemical industry and put families like mine in harm's way. Instead of working in service to chemical companies, these chemical risk evaluations should be grounded in the best available science to inform the most health-protective safeguards on the chemicals in our lives every day. Millions of Americans live near facilities releasing cancer-causing chemicals into the air. Low-balling the toxic risks from chemicals will threaten the health of some communities more than others: most at risk of harm from changes to TSCA's chemical risk evaluations are children, workers and families living near chemical plants. TSCA's chemical risk evaluations have enabled meaningful action to regulate the most hazardous chemicals. Please take action to protect our health and safety by preserving the existing chemical risk evaluation procedure.
The Environmental Protection Agency (EPA) is proposing to amend the procedural framework rule for conducting risk evaluations under the Toxic Substances Control Act (TSCA). The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to health or the environment under the conditions of use. EPA is reconsidering whether certain 2024 amendments to this procedural framework rule are consistent with the best reading of TSCA and whether they may impede the timely completion of risk evaluations and unnecessarily impair the effective and efficient protection of human health and the environment.
