Please find attached comments from Environmental Defense Fund on the proposed revisions to the Lead and Copper Rule. These comments focus on changes that EPA should make to the: - Definition of a lead service line (LSL), - Requirements for water systems to develop LSL inventories, and - Notification of individual consumers who are drinking water that passes through an LSL. We will address other issues in separate comments. Also attached are two referenced studies on disclosure of LSLs (Hang et al., 2019 and Hiltner et al., 2019).
