Comments of Environmental Defense Fund in response to the Draft Proposed Outer Continental Shelf (OCS) Oil and Gas Leasing Program 2010-2015 (2010-1015 Oil and Gas Leasing in the Outer Continental Shelf) January 2009 We have reviewed the Draft Proposed Outer Continental Shelf (OCS) Oil and Gas Leasing Program 2010-2015 dated January 2009 (DPP) and submit these comments. Given the complexity of issues involved and the newly emphasized interest of the Department of Interior in renewable energy resources of the Continental Shelf, we appreciate the decision of Secretary Salazar to extend the comment period to give adequate time for proper consideration of the proposal. Gulf of Mexico The western and central regions of the Gulf have a history of oil and gas exploration and development starting in the late 1940's and 1950's. Under the 2006 legislation, large portions of the eastern Gulf are now open to development. In general, in our view, OCS operators in the Gulf have a remarkably good record in terms of preventing significant oil spills that adversely affect Gulf and proximate coastal biological resources. However, OCS infrastructure has had in recent decades and will have in the future impacts on the coastal Louisiana Mississippi River deltaic ecosystem. This infrastructure may consist of pipeline canals, refineries, storage tanks, equipment navigation channels that can accommodate barges carrying components of offshore rigs, and servicing facilities. We would expect that a significant amount of this kind of infrastructure associated with oil and gas exploration and development in the Eastern Gulf will be in coastal Louisiana.
