Abstract

NMFS proposes revisions to the guidelines for national standard 4 (NS4), national standard 8 (NS8), and national standard 9 (NS9) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA). The purpose of this action is to make the guidelines more relevant and responsive to current challenges, including those related to climate change and the need to consider tribal and cultural uses of the resources. This action is intended to explain the changes NMFS is considering and provide the public and interested parties an opportunity to comment and provide NMFS feedback on these proposed changes.
