Abstract
On October 28, 2025, U.S. Environmental Protection Agency (EPA) proposed updates to its Clean Air Act (CAA) rule, the National Emission Standards for Hazardous Air Pollutants (NESHAP), for new and existing Hazardous Waste Combustors (HWCs). As required by CAA section 112, EPA conducted residual risk and technology reviews and found that the current standards provide an ample margin of safety to protect human health or the environment and that there are no new cost-effective practices, processes, or control technologies available. The agency is proposing standards for two unregulated hazardous air pollutants, hydrogen fluoride and hydrogen cyanide.
