Nassif Building, Room PL-401 Washington, DC 20590-0001 Dear Sirs: Reference: FAA Docket No. FAA-2004-19350 – Industry Study to Examine Effect of Specific Safety of Flight Equipment when added to 14 CFR Part 103 Ultralight Vehicles EAA (Experimental Aircraft Association) is the world leader in recreational aviation. With an international membership of 170,000 people in more than 112 nations, EAA brings together aviation enthusiasts, pilots and aircraft owners who are dedicated to the continued growth of aviation, the preservation of its history and a commitment to aviation's future. EAA programs, activities and events are known throughout the world for supporting aviation safety and promoting personal enjoyment and responsibility within an aviation lifestyle. EAA would like to submit the following comments: 1. EAA is in favor of the FAA allowing this study to move forward. 2. The Ultralight industry has evolved from when 14 CFR 103 was created in 1982. Through the use of current technologies, manufacturers are producing stronger and safer vehicles. By examining the additional safety of flight equipment listed in the exemption request, EAA feels the study will show the safety value added by including a limited number of vehicle components under 14 CFR 103.1(e)(1). 3. At this time, the FAA has not issued a current exemption to 14 CFR 103 that allows persons with disabilities to operate Ultralight vehicles with special equipment.
