September 6, 2006 Dear Sirs, Reference: DOT Docket No. FAA-2005-21829 EAA (Experimental Aircraft Association) is the world leader in recreational aviation. With an international membership of 165,000 people in more than 60 nations, EAA brings together aviation enthusiasts, pilots and aircraft owners who are dedicated to the continued growth of aviation, the preservation of its history and a commitment to aviation's future. EAA programs, activities and events are known throughout the world for supporting aviation safety and promoting personal enjoyment and responsibility within an aviation lifestyle. These efforts are made possible through massive volunteer involvement in support of the organization, as well as EAA's special interest Divisions, including the International Aerobatic Club (IAC). When this petition request was submitted on July 8, 2005 (FAA-2005-21829-1), EAA fully supported the request to change the parachute repacking time requirement from 120 days to 180 days. EAA still fully supports this request. On August 10, 2005, the FAA notified (FAA-2005-21829-2) the petitioner that this petition/docket would be closed, as the FAA would be pursuing a rulemaking action vs. the requested petition for exemption. EAA feels the change in parachute-repacking timelines/cycles is critical to the flight safety of all involved - from aerobatic performers, to all other aeronautical activities that reply on safe parachutes. As such, EAA recommends the FAA move forward with the proposed rulemaking process as soon as possible. As noted in DOT Docket No. FAA-2005-21829-1, there is tremendous industry-wide support for this petition/rulemaking action – all in the interest of public safety. To ensure the parachute industry maintains their high safety records, EAA also recommends the FAA reopen and approve this petition request, with an exemption expiration date that coincides with the rulemaking process final rule date.
