USCBP 2007-0064 appears to require ELECTRONIC transmission of 'persons aboard' information which is impractical or impossible from a small private aircraft. Providing this information for my VFR flights between California and British Columbia in almost any time frame IS NOT A PROBLEM - but I fear the format proposed will be a problem. I suspect this change is proposed to save Border Protection people time and effort for reviewing the information. If this is the case I request you consider an alternative (telephone/fax/internet) method for the very low passenger volume crossing the US / Canadian border in small (6 passenger or less ??) propeller aircraft.
