Establishment of Global Entry Program

EAA continues to applaud CBP for their continuing progress in making border crossings "easier" for the American public. EAA's concern with this NPRM is that it continues to focus on commercial air travelers not private U.S. citizens who cross the U.S. border in their private aircraft for recreational purposes. EAA requests CBP incorporate private recreational air travelers into the same or similar I-68 trusted traveler program that CBP has established for recreational boaters (see paragraph IIA of the NPRM), and then incorporate the program into the Advance Passenger Information System (APIS) that recreational/private air travelers use today. Incorporating private recreational air travelers into a program like the I-68 program and then allowing that information to be a component of the APIS system, including the I-68 application process, will further enhance travel for U.S. citizens who chose this mode of travel.
