Abstract
Following the March 8, 2024, publication of the final rule titled “Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review final rule”, the EPA received multiple requests for reconsideration. The March 8, 2024, final action includes New Source Performance Standards to reduce methane and smog-forming volatile organic compounds from new, modified and reconstructed sources. It also includes Emissions Guidelines, which set procedures for states to follow as they develop plans to limit methane from existing sources. On May 6, 2024, we notified petitioners that we are granting reconsideration on two aspects of the final rule: (1) vent gas net heating value (NHV) monitoring and alternate sampling demonstration requirements for flares and enclosed combustion devices, and (2) temporary flaring provisions for associated gas in certain situations.
