Comment on the Draft Pesticide Registration Notice, Pesticide Registration (PR) Notice 2026-NEW: Notifications, Non-Notifications, and Minor Formulation Amendments; EPA-HQ-OPP-2025-2863

Abstract

The Agency is announcing the availability of and seeking public comment on a draft Pesticide Registration Notice (PR Notice), entitled “Pesticide Registration Notice 202X-XX: Notifications, Non-Notifications, and Minor Formulation Amendments.” The Office of Pesticide Programs (OPP) issues PR Notices to inform pesticide registrants and other interested persons about important policies, procedures, and regulatory decisions. This particular PR Notice, when finalized, would supersede PR Notice 98-10, entitled “Notifications, Non-Notifications and Minor Formulation Amendments.” PR Notice 98-10 explains what minor labeling or formulation modifications to registrations, or those modifications having no potential to cause unreasonable adverse effects on the environment, may be accomplished by non-notification, notification, or minor formulation amendment and the procedures for submission and expedited review. EPA is issuing this PRN to align with changes to FIFRA, including through PRIA, and to streamline and clarify the processes for accepting minor, low risk registration changes through notification, non-notification, or minor formulation amendment, previously described in PRN 98-10. EPA believes the changes in this PRN will improve submissions and save registrants and the Agency time and resources, while maintaining full protection of human health and the environment
