Attached are joint comments from the Interstate Natural Gas Association of America (INGAA), American Gas Association (AGA), American Petroleum Institute (API), and American Public Gas Association (APGA) regarding the gas pipeline provisions of PHMSA's Notice of Proposed Rulemaking (NPRM), "Pipeline Safety: Valve Installation and Minimum Rupture Detection Standards." The Associations' attached comments propose changes to the NPRM's regulatory text to reflect the votes and discussions held by the Gas Pipeline Advisory Committee, Liquid Pipeline Advisory Committee, and PHMSA on July 22–23, 2020.
