The League of Women Voters of the Lower Cape Fear, NC submits the attached position paper providing a rationale and documentation in opposing the proposed 2019-2014 National Outer Continental Shelf Oil and Gas Leasing Program MAA104000. We join more than 30 coastal North Carolina (NC) municipalities and Governor Roy Cooper in opposition to Atlantic Off Shore Drilling. The growth in the US and NC economy can occur with less risk to our coastal communities, our oceans and our planet. Special environmental issues protecting OCS and coastal biota have not been resolved to either eliminate or mitigate the polluting effects of off shore drilling. Economic benefits of OCS drilling have been exaggerated using high oil prices. The loss of fisheries and tourism threatens the economic and social underpinnings of our coastal communities. Therefore, the US and NC economy will be better stimulated by a long term strategy to reduce dependence on carbon based fuels to slow global warming. For the amount of available gas, the payoff seems extraordinarily risky. The loss of a clean, productive, bio diverse ocean, and coastline is not worth the available carbon based energy source on the OCS. The League of Women Voters of the Lower Cape Fear strongly opposes any drilling in the Atlantic Off Shore Continental Shelf. The League of Women Voters of North Carolina joins more than 30 North Carolina coastal municipalities and Governor Roy Cooper in opposing the proposed 2019-2024 National Outer Continental Shelf Oil and Gas Leasing Program MAA104000. We are in complete agreement with an estimated 120 communities along the Atlantic coast that have passed resolutions opposing coastal drilling and the accompanying seismic testing. We believe that the risks for our coast posed by offshore drilling outweigh the benefits to our state and the country as a whole. The estimated small quantity of oil and gas that would be generated does not justify the environmental threat to the coastal waters and shoreline, which support highly diverse animal and plant life that are critical for thriving tourism and fishery industries. We understand that oil from the Outer Continental Shelf (OCS) program would not come on line for at least 10 years. By the year 2027, more efficient, cleaner energy sources will take precedence over offshore oil. And importantly, expanding drilling into the OCS will exacerbate climate change by locking in decades of carbon pollution. The country would be better served to concentrate on cleaner, more sustainable energy sources and avoid the possible negative consequences of offshore drilling, such as decimated marine life and disastrous oil spills. The League of Women Voters of North Carolina represents more than 1700 voters. We are a nonpartisan organization, and we do not take positions on candidates or political parties. Instead, we use our policy positions to advocate for or against particular policies in the public interest. We strongly urge you to remove North Carolina's coast from any future plans for offshore drilling. The health and vitality of our coastal communities are depending on your good stewardship.
