The National Environmental Policy Act (NEPA) is a well-tested foundation for the protection of the country and the public against decisions and projects that are poorly thought-out, unnecessarily expensive, and damaging to our environment, public health, and economic welfare. Great care should be taken in making any revisions or changes to this Act. In particular, 1. Nothing should be changed that could reduce complete scientific analysis of projects, thorough consideration of alternatives, and public participation in reviews of applications for Federal approval. 2. Only reports that reflect current, up-to-date science, laws, and conditions should be included all other previous or existing reports should be excluded from consideration. 3. Detailed revisions of procedures for interagency coordination are not needed they already exist. 4. There should be no arbitrary time limits or formats; this includes time periods for public involvement plus input from scientific and non profit organizations. 5. Significant Issues is a term that can vary according to one's point of view and vested interests. No decisions regarding what constitutes a significant issue should be made without providing for ample public notice and involvement, and a clear definition of why it is significant. 6. No time frames for public involvement should be reduced in the name of efficiency." Such action would severely damage public trust and support. This includes input from relevant State Agencies. 7. None of the terms listed should be reduced or revised for the purpose of speeding up the process or reducing the scope of reviews. They all have a significant bearing on the process. The purpose of the NEPA process is reflected better in President Nixons Executive Order than President Trumps Order. Additionally, the process for appeals of Federal decisions should be protected to the utmost. (I am not commenting on the further questions in your notice.)
