RE: Docket ID No. EPA-HQ-OW-2011-08806 Nov. 2014 As a member of the Advocacy Committee of the League of Women Voters of Ohio, I speak for the entire League in Ohio. One of our four action priorities this year has been water, not only quantity but also quality. With the combination of Lake Erie and the Ohio River making over half of our borders and with a growing human population, we are indeed concerned about federal rules regarding water. We support the Army Corps and EPA's rulemaking recommendations to define the waters of the United States. Clarity will provide regulators the authority needed to protect our water quality, public health and environment. Water knows no boundaries and all waters function as an interconnected system. Our concerns, of course, include Canadians, some of whom also drink and fish the Great Lakes. It is imperative to protect all tributaries, including wetlands and in-stream flows, to the Great Lakes, which provide drinking water for about 40 million people. We support stringent controls to protect the quality of current and potential drinking water supplies including protection of watersheds for surface supplies and recharge areas for groundwater. Science reported in the 1 Aug 2014 issue (vol. 345: p. 492) that in the last 10 years western groundwater (which takes thousands of years to recharge naturally) has been depleted six times faster than surface water, a rate that should scare us all. Thank you for the opportunity to comment on the proposed rules for the Clean Water Act and voice our support for regulations that will ensure water quality. Sincerely, Kristin B. Abstract

The U.S. Army Corps of Engineers (Corps) and the Environmental Protection Agency (EPA) are publishing for public comment a proposed rule defining the scope of waters protected under the Clean Water Act (CWA), in light of the U.S. Supreme Court cases in U.S. v. Riverside Bayview, Rapanos v. United States, and Solid Waste Agency v. U.S. Army Corps of Engineers (SWANCC).
