The League of Women Voters of California believes that the 2010–2015 OCS leasing program should not include oil and gas leases in the four areas suggested along the California coast. The League has a long history of studying and advocating on offshore oil issues. We are keenly aware that in spite of improvements in technology and regulation there are serious risks still inherent in the industry. Our organization believes that the diverse and unique ecosystems of California's coastal waters should not be sacrificed to short-sighted energy policies or short-term economic gain. We note that the long-term economic health of the California coast is heavily dependent on tourism and other less industrial activities which could be negatively impacted by oil/gas production. Furthermore, our national energy policies are at last shifting to a focus on efficiency and alternative energy sources. Regarding possibilities for alternative energy development in the federal offshore, the League believes that research should be encouraged into technologies appropriate for ocean application. If and when any of these technologies are deployed on a commercial scale it will be, as always, imperative that decisions on leasing are based on thorough analysis of impacts and possible mitigations.
