See attached file(s The League of Women Voters of Santa Barbara is submitting a general letter of support in favor of the designation of the Chumash Heritage National Marine Sanctuary). While we have not had enough time to throughly analyze the detailed supplementary information your provide in the DEIS that we lately received, we share many of goals to protect the unique marine environment of our Central California coast, and protect the submerged underwater treasures of the Chumash people.

The League of Women Voters of Santa Barbara (LWVSB) and Santa Maria Valley (LWVSMV) strongly support the designation of the Chumash Heritage National Marine Sanctuary (CHNMS). The designation of the CHNMS would protect sacred Chumash sites, feeding grounds for numerous species of whales and dolphins, sea otter populations, kelp forests, and is home to vital commercial and recreational fisheries. In the face of the dual crises of climate change and biodiversity loss and their resulting impacts to communities, culture, traditions, and economies, national marine sanctuaries are critically important management tools to conserve marine biodiversity and safeguard the local communities and economies that depend on a healthy ocean ecosystem. Protection of natural resources cannot be done in a society that does not also value and actively support environmental justice. We applaud California's efforts to enhance public access for all people in the state, with a specific emphasis on increasing access for communities of color and economically disadvantaged communities.

November 15, 2021 The League of Women Voters of San Luis Obispo County would like to go on record in support of the designation of the Chumash Heritage National Marine Sanctuary. We have numerous policy positions regarding various aspects of governance in our County. Among these are positions regarding the protection and enhancement of the natural resources of the County, including the coastal environment. Tourism is a major economic activity in our County, and the entire County benefits financially from having safe, healthy, and attractive natural surroundings, especially including our coastline. We believe that a formal declaration of the Chumash Heritage National Marine Sanctuary will serve to further protect and enhance our coastline, and its attractiveness to our local citizens and visitors alike. Abstract

NOAA proposes to designate Chumash Heritage National Marine Sanctuary (CHNMS) in the waters along and offshore of the coast of central California to recognize the national significance of the area’s ecological, historical, archaeological, and cultural resources and to manage this special place as part of the National Marine Sanctuary System.
