Murray, President 789 Cranmont Court, Simi Valley, CA 93065 e-mail: jspymurray@sbcglobal.net Ann Gist Levin, Action Vice President 1772 Poli St., Ventura, CA 93001 e-mail: anngistlev@earthlink.net DOCKET # USCG 2004-16877 STATE CLEARINGHOUSE # 2004 021107 The League of Women Voters, Ventura County (hereafter the League) takes this opportunity to bring comments to the above agencies about the LNG Cabrillo Port proposed by BHP Billiton International, in deep water under federal and state jurisdiction off the coast of Ventura County. There are three major concerns we wish to address; the natural environment of the beaches and wetlands, the safety of hazardous materials being imported as LNG, regasified, and sent back to natural gas pipelines on shore, and third, supporting the use of alternative, non-fossil fuel. The League has a history of strongly supporting the recovery of the wetlands, its birds and other life, plus the shore of Ormond Beach. We are deeply concerned how the natural gas pipelines and the proposed small facility (page 5, Notice of Intent Document) will affect Ormond Beach. A spokeswoman for BHP told us the structure would be 200x 200 which will add a significant building near the shoreline. Because we strongly support the recovery and preservation of this unique natural environment on Ormond Beach, we urge the decision makers in Washington and Sacramento to protect one of the few remaining wetlands in California. Another concern to address is the fact a second LNG facility, planned by a second energy company, Crystal Energy, LLC in the nearby waters on Grace Platform, would compound the environmental and the hazardous materials concerns. The impact of two deepwater ports needs to be addressed. This potentially doubles the number of LNG ships entering the region. The League supports comprehensive measures to provide maximum protection to human health and the environment from the adverse effects of hazardous materials such as LNG and natural gas. The League has an energy position that urges a mix of energy sources with emphasis on conservation, solar energy, geothermal power and other renewable sources, including decreasing reliance on oil and gas. Extending the use of natural gas in the LNG method continues dependency on fossil fuels, and puts off renewable sources of energy that are available today. The League has a long-term interest in proposals for the coastal area. The president of the League during 1976 and 1977, remembers making a public statement questioning the LNG proposal for the city of Oxnard. We address the issue again, with the current Billiton proposal for a deep-sea port about 13.5 miles off the Coast of Ventura County. Thank you for the opportunity to comment. Sincerely,
