We believe incorporation by reference to be appropriate. However, we submit that requiring interested parties to travel to Wichita, KS, or Washington D.C. or Burlington, MA in order to review the incorporated document does not meet the test of making the instrument functionally available to the public. In the 21st century documents exist more frequently in electronic format than on paper and the ubiquitous availability of the Internet has rendered other forms of information distribution archaic. We therefore request that the incorporated document be published in the DMS so that all interested and/or affected parties may have economical and instant access to the information. Such availability would enhance aviation safety by making the information readily available to maintenance organizations, parts purveyors and other affected parties.
