Comment on [Docket No. FAA-2006-26250; Directorate Identifier 2006-NM-104-AD] RIN 2120-AA64. We assume that the FAA intends to incorporate by reference (IBR) Airbus Service Bulletin A300-27-6057 into the final release of this requirement. If so, the NPRM is at present incomplete and we are unable to address the substantive elements of the proposed regulation without having access to the IBR documents. We therefore request that this and subsequent NRPM's indicate which documents are intended to be IBR and that they be published in the DMS concurrent with the NPRM.
