In emphasis to our comments, UAA respectfully requests the opportunity to join the "Writing/Other" Working Group and AICA respectfully requests the opportunity to serve on the "Operations" Working Group. The participation of both Associations would strengthen the coalition's material and output. Further, we recommend to: 1) Integrate recognition and accommodation of noise sensitive areas into pilot training, not regulation of noise abatement procedures. 2) Require explicit incorporation of AC 91-36D into FAA-S-ACS-6C (Airman Certification Standards) in accordance with FAA guidance. This does not regulate noise abatement procedures at airports. Airport noise abatement is covered under Part 150. We commend the FAA for their efforts in pursuing modernization activities in order to enhance and greatly benefit Part 141 participants.
