On behalf of the National Association of Home Builders of the United States (NAHB), we are pleased to submit these comments in response to the Department of Labor's (DOL) Employment and Training Administration proposed rule on Apprenticeship Programs, Labor Standards for Registration that was published in the Federal Register on Nov. 15, 2021 (86 Fed. Reg. 62,966). As interested stakeholders in this regulatory activity, NAHB urges the Department to consider the following recommendations as it proceeds with its rulemaking in response to the Industry-Recognized Apprenticeship Programs (IRAPs) final rule.
