On behalf of the National Association of Home Builders of the United States, I am pleased to submit the attached comments in response to the Department of Labor's (DOL or the Department) Employment and Training Administration proposed rule on National Apprenticeship System Enhancements that was published in the Federal Register on Jan. 17, 2024 (89 Fed. Reg. 3,118). As interested stakeholders in this regulatory activity, NAHB urges the Department to consider the following recommendations as it proceeds with its rulemaking to revise the regulations for registered apprenticeship programs.

Reg. 3118).

Abstract

The Department of Labor issued this proposed rule to revise the regulation governing registered apprenticeship and the National Apprenticeship System by enhancing worker protections and equity, improving the quality of registered apprenticeship programs, revising State governance provisions, and strengthening the link between postsecondary education and registered apprenticeship by establishing registered career and technical education apprenticeships. This proposed rule bolsters the National Apprenticeship System’s capacity to respond to evolving employer needs while ensuring registered apprenticeships provide workers equitable pathways to good jobs. Additionally, the Department is proposing technical and conforming edits to the regulation governing equal employment opportunity in apprenticeships.
