The National Association of Home Builders (NAHB) filed a Notice of Intention to Appear at the Informal Public Hearing on the Occupational Safety and Health Administration's (OSHA) Cranes and Derricks in Construction: Operator Certification. In accordance with the hearing procedures set by OSHA, parties who filed a notice of intention to appear at the hearings may submit additional information relevant to the proceeding though June 18, 2014. Therefore, NAHB submits the following information relevant to the proceeding.

On behalf of the more than 140,000 members of the National Association of Home Builders (NAHB), I am pleased to submit these comments on the Occupational Safety and Health Administration's (OSHA) Request for Comments on the notice of proposed rulemaking for Cranes and Derricks in Construction: Operator Certification, which was published in the Federal Register on February 10, 2014. As an interested stakeholder in this regulatory activity and for the reasons set out more fully in this letter, NAHB wants to be clear that while it supports OSHA's proposal to extend the dates for crane operator certification, NAHB remains concerned that OSHA's requirements for third party certification of crane operators remains too restrictive and are still too onerous, and unjustifiably so.
