On behalf of the more than 140,000 members of the National Association of Home Builders (NAHB), I am pleased to submit these comments on the Occupational Safety and Health Administrations (OSHA) Request for comments on the Arizona State Plan for Occupational Safety and Health and the Agencys proposed rejection of the State initiated plan change and reconsideration of final approval of State plan that was published in the Federal Register on August 21, 2014. Because NAHB members are constructing homes in Arizona, as well as in all twenty-two states that administer their own comprehensive occupational safety and health plans (State Plans), NAHB is an interested party in this matter and therefore, would like to provide its views on the proposed rejection of the Arizona State initiated plan change on fall protection in residential construction and whether the Arizona State Plan operations are at least as effective as Federal OSHA.
