SEE ATTACHED LETTER. On behalf of the National Association of Home Builders of the United States (NAHB), I respectfully request a sixty (60) day extension of the current deadline for submitting written comments in response to the Occupational Safety and Health Administration's (OSHA) Advance Notice of Proposed Rule Making (ANPRM)—Blood Lead Level (BLL) for Medical Removal that was published in the Federal Register June 28, 2022 (87 Fed. Reg. 38343). NAHB believes that providing only 60 days to submit comments on this rulemaking does not provide the residential construction industry adequate time to provide meaningful comments to OSHA.

Abstract

OSHA is considering rulemaking to revise its standards for occupational exposure to lead based on medical findings that adverse health effects in adults can occur at Blood Lead Levels (BLLs) lower than the current medical removal and return to work levels. The agency is seeking input on reducing the current BLL triggers in the medical surveillance and medical removal protection provisions of the general industry and construction standards for lead. The agency is also seeking input about how current ancillary provisions in the lead standards can be modified to reduce worker BLLs.
