The National Association of Manufacturers (NAM) appreciates the opportunity to submit comments to the Department of Health and Human Services (HHS) in response to its Request for Information (RFI) on "Categories Used in Federal Vaccine Recommendations and the Role of Shared Clinical Decision-Making." A healthy, vaccinated workforce is the foundation of a resilient American economy. Manufacturers urge HHS to support policies grounded in sound science that provide regulatory certainty for innovators, safeguard seamless access and insurance coverage for working families, and maintain clear, evidence-based immunization standards. Please consider the NAM a resource to HHS as it undertakes next steps on these policy issues. Routine vaccination remains one of the most effective tools for reducing the burden of infectious disease on the workforce and advancing a more prosperous, secure and economically strong America.

Abstract

This proposed rule would create a safe harbor for group health plan administrators to provide documents and information electronically to participants and beneficiaries of plans subject to the Employee Retirement Income Security Act of 1974. This proposal would allow plan administrators in some cases to provide individuals with a notice that certain disclosures will be made available on a website. Individuals may request paper copies and opt out of electronic delivery. The Department expects that the proposal would make the disclosures more effective and reduce the burden of providing many recurring disclosures.
