October 3, 2022 Docket Number AMS-NOP-21-0073 National Organic Program USDA Agricultural Marketing Service 1400 Independence Ave SW, Room 2646 – South Building Washington, DC 20250 RE: REQUEST COMMENT EXTENSION: Docket Number AMS-NOP-21-0073: National Organic Program: Organic Livestock and Poultry Standards; Request for Comments The National Cattlemen's Beef Association (NCBA), National Pork Producer's Council (NPPC), National Milk Producer's Federation (NMPF), American Sheep Industry Association (ASI), National Chicken Council (NCC) and National Turkey Federation (NTF) represent hundreds of thousands of livestock and poultry producers across the United States. The members of these organizations have a shared dedication to ensuring and maintaining the health and welfare of the animals under their care as well as the safety of the products they produce. Collectively, NCBA, NPPC, NMPF, ASI, NCC and NTF have dedicated resources and programs that have been developed through sound science and research and to educate producers on best practices that ensure high welfare of all animals. We understand that an objective of the National Organic Program is to ensure the health and welfare of animals that are raised under organic standards. At the same time, we collectively believe that industry quality assurance standards and practices are already in place to address these concerns. We request a 60-day extension to the public comment period to apply the necessary due diligence in our review of the proposed practices, existing scientific literature, and economic impacts of the proposed rule. It is our desire to have sufficient time to develop and provide well-informed and meaningful comments, which address all aspects of the proposed rule. Abstract

This action amends organic livestock and poultry production requirements by adding new provisions for livestock handling and transport for slaughter and avian living conditions; and expanding and clarifying existing requirements for livestock care, production practices, and mammalian living conditions.
