Dear Administrator Regan, The Illinois Corn Growers Association strongly supports the comments submitted to the docket today regarding the current RVO proposal by the National Corn Growers Association (see attached). In summary, the Illinois Corn Growers Association supports the 2022 RVO RFS volumes especially the implied volume of 15 billion gallons for conventional biofuels which will help lower prices at the pump, reduce our dependence on oil, clean our air for better health and significantly reduce carbon emissions. However we are very concerned with USEPA's attempt to revise the 2020 volumes downward after being in place for two years. This is an alarming precedent which in our opinion stresses USEPA's reset authority. We hope this doesn't impact decisions for 2022 and beyond which will cause great harm to the RFS. Illinois Corn Growers are looking forward to seeing domestic demand for corn ethanol grow in 2022. There are many ways USEPA can facilitate this in 2022 through summertime usage of E 15, a minimum octane standard, fixing th "R" Factor, eliminating CO2 penalties when certifying on ethanol blends and providing more credits for FFVs. Abstract

Docket for notice and comment rulemaking establishing the required volumes and percentage standards for 2021 and 2022 for various types of renewable fuels under the RFS program. This rule also responds to the court remand of the 2016 required volumes, proposes provisions for biointermediates, and proposes several other regulatory changes.
