February 10, 2023 U.S. Environmental Protection Agency EPA Docket Center, Air Docket, Mail Code 28221T 1200 Pennsylvania Avenue NW Washington, DC 20460 Re: Docket ID No. EPA-HQ-OAR-2021-0427 Dear Sir/Madam: The National Milk Producers Federation (NMPF) submits the attached letter to the docket, "Renewable Fuel Standard Program: Standards for 2023-2025 and Other Changes" emphasizing the importance of methane digesters to the dairy industry's commitment to environmental stewardship. This letter was previously sent to Secretary Vilsack and Administrator Regan in advance of the proposed rule. NMPF has been a longtime supporter of the electric pathway and supports the proposed Renewable Fuel Standards pathway laid out for biogas. Biogas systems are essential tools to help dairy farmers enhance their sustainability efforts, having the ability to capture as much as 80 percent of the methane resulting from the waste stream, which can then be used to produce and use biogas to generate electricity and heat. These systems are also an excellent choice for food waste. NMPF looks forward to working with the Environmental Protection Agency on this important matter. NMPF, based in Arlington, VA, develops and carries out policies that advance the wellbeing of dairy producers and the cooperatives they own. The members of NMPF's cooperatives produce the majority of the U.S. milk supply, making NMPF the voice of dairy producers on Capitol Hill and with government agencies. Abstract

Section 211(o)(2)(B)(ii) of the Clean Air Act requires EPA to set ("determine") the volume targets for the Renewable Fuel Standard (RFS) Program for years after those for which the statute provides volume targets. This docket contains the record of EPA's actions to meet this requirement.
