The National Mining Association submits the attached comments in response to the U. S. Fish and Wildlife Service's proposed rule and request for public comments on the revocation of the January 7, 2021 final rule defining the scope of the Migratory Bird Treaty Act as it applies to conduct resulting in the injury of migratory birds protected by the Act.
