Abstract

Title 30 CFR part 18 sets out the testing, evaluation, and approval requirements for electric motor-driven mine equipment and accessories intended for use in gassy mines. This proposed update would improve the efficiency and effectiveness of the approval process by incorporating specified voluntary consensus standards for use in lieu of existing corresponding MSHA product and testing requirements during the approval process. The proposed update also would clarify that the post-approval audit and revocation provisions associated with the approval process are consistent with current regulations and practice and are necessary to ensure the continued safety of products approved under these parts. This proposal would also make conforming changes to part 74 based on the proposed changes in part 18. MSHA anticipates that this update also would promote the use of new technology in gassy mines.
