On behalf of the nation's potato farmers, the National Potato Council (the "Council") appreciates this opportunity to respond to the request for comments published in the Federal Register on April 13, 2017, (82 Fed. Reg. 17793), concerning regulations and policies appropriate for repeal, replacement, or modification as specified by the Executive Order 13777, Enforcing the Regulatory Reform Agenda. These comments are focused on the pesticide regulatory program administered by the Office of Pesticide Programs ("OPP"). The Council represents more than 90 percent of the approximately 6,000 potato farmers in the United States on regulatory and legislative issues that affect domestic potato production nationwide. There are more than one million acres of potatoes cultivated in the United States with an estimated value of approximately $4 billion. Abstract

Executive Order 13777, issued 2/24/17, directs agencies to establish a Regulatory Reform Task Force to oversee the evaluation of existing regulations to make recommendations about potential repeal, replacement, or modification.
