Abstract

PHMSA proposes to incorporate by reference the 5th edition of American Petroleum Institute Standard 653 (API Std 653), including addenda and errata up to July 2025. The 5th edition of API Std 653 would replace the current references to the 3rd edition of API Std 653. PHMSA also proposes to allow risk-based inspection procedures for internal inspections of breakout tanks on hazardous liquid pipelines.
