The National Retail Federation (NRF) welcomes the opportunity to submit our attached comments in response to the Commission's request for public comment on the Guides for the Use of Environmental Marketing Claims ("Green Guides" or "Guides"). The NRF is the world's largest retail trade association. Retail is the nation's largest private-sector employer, contributing $3.9 trillion to annual GDP and supporting one in four U.S. jobs — 52 million working Americans. For over a century, NRF has been a voice for every retailer and every retail job, educating, inspiring and communicating the powerful impact retail has on local communities and global economies. NRF strongly supports the FTC's mission and the role of the Guides in promoting clarity around environmental claims and messaging. It is essential for all businesses along a supply chain – from providers of raw materials to manufacturers to retailers – to share accurate and meaningful information to the best of their ability, consistent with their diverse and individual goals.

Abstract

Pursuant to its decennial regulatory review schedule, the Federal Trade Commission (‘‘FTC’’ or ‘‘Commission’’) requests public comment on its Guides for the Use of Environmental Marketing Claims (‘‘Green Guides’’ or ‘‘Guides’’). The Commission is soliciting comments about the efficiency, costs, benefits, and regulatory impact of the Guides to determine whether to retain, modify, or rescind them. All interested persons are hereby given notice of the opportunity to submit written data, views, and arguments concerning the Guides.
