NRECA appreciates the efforts already announced to reconsider the Clean Power Plan, the Waters of the US rule, and the Steam Electric Effluent Limitation Guidelines. NRECA makes the following additional burden reduction recommendations: - Remove New Source Review program elements that impede electric generating unit efficiency improvements. - Re-evaluate compliance testing requirements under the MATS program - Revise the SIP-call to states relating to the treatment of startup, shutdown, and malfunction in utility operations - Base NAAQS attainment on air quality monitoring and not modeling estimates - Return primacy for the regional haze program to the states - Finalize proposed revisions regarding PM continuous monitoring compliance demonstration - Revise the CCR rule to reflect the permitting and risk-based opportunities provided by the WIIN Act - Allow disposal of all wastes with PCB contamination of < 50 ppm in modern, engineered landfills and other non-TSCA units - Confirm that refined coal and boiler cleaning wastewater do not trigger CISWI

Abstract

Executive Order 13777, issued 2/24/17, directs agencies to establish a Regulatory Reform Task Force to oversee the evaluation of existing regulations to make recommendations about potential repeal, replacement, or modification.
