Comments in support of the proposal to adopt an hourly emissions rate test as part of the NSR modification test

Generally favor the proposal. Best PSD/nonattainmnat alternative proposed is the four-part test where annual emissions "netting" and the regulation of only "significant" emissions, as in the existing regulations, are retained.
