The American Public Power Association (APPA) and the National Rural Electric Cooperative Association (NRECA) appreciate the opportunity to provide comments on the proposed rule entitled "Supplemental Air Plan Actions: Interstate Transport of Air Pollution for the 2015 8-Hour Ozone National Ambient Air Quality Standards and Supplemental Federal 'Good Neighbor Plan' Requirements for the 2015 8-Hour Ozone National Ambient Air Quality Standards." Abstract

This action will supplement the actions taken in the following final rules: Air Plan Disapprovals; Interstate Transport of Air Pollution for the 2015 8-hour Ozone National Ambient Air Quality Standards (88 FR 9336, February 13, 2023) and Federal “Good Neighbor Plan” for the 2015 Ozone National Ambient Air Quality Standards (88 FR 36654, June 5, 2023) by promulgating actions for several states for which we deferred final action in these recent rules. EPA indicated in the final Air Plan Disapproval action its intent to take subsequent action to address remaining interstate transport obligations for the 2015 Ozone National Ambient Air Quality Standards in a later action. This action intends to address that obligation.
