The National Rural Electric Cooperative Association (NRECA) submits these comments in support of the Environmental Protection Agencys (EPA) proposal to approve the Georgia Coal Combustion Residuals (CCR) state permit program and to allow the Georgia program to operate in lieu of the federal CCR program.

Abstract

Section 2301 of the Water Infrastructure Improvements for the Nation Act (WIIN Act) of 2016 amended Section 4005 of the Resource Conservation and Recovery Act (RCRA). The WIIN Act provides that States may, but are not required to, develop and submit a Coal Combustion Residuals (CCR) permit (or other system of prior approval) program to EPA for approval. The State of Georgia is seeking approval of its CCR permit program
