Dear Sir or Madam, The National Rural Electric Cooperative Association (NRECA) submits the attached comments on the proposed Underground Injection Control (UIC) Regulations published by the Environmental Protection Agency at 73 Fed. Reg. 43492 (July 25, 2008). NRECA is the national service organization representing the interests of 930 consumer-owned, not-for-profit rural cooperative electric systems. NRECA's members generate and distribute electricity to 39 million customers in 47 states. Rural electric cooperatives provide at-cost electric service to many sparsely populated areas. Sixty three NRECA member companies own and operate power plants with a combined capacity of about 35,000 MW. NRECA appreciates and supports EPA's efforts to speedily develop a program that will facilitate and enhance the geologic sequestration of carbon dioxide formed when fossil fuels are used to generate electricity.
