The National Rural Electric Cooperative Association submits the attached comments in response to the US Fish and Wildlife Service's Advance Notice of Proposed Rulemaking to authorize the incidental take of migratory birds and prepare a draft environmental review under the National Environmental Policy Act.

Abstract

On October 4, 2021, the U.S. Fish and Wildlife Service (Service) published an advance notice of proposed rulemaking in the Federal Register. The Service is withdrawing this advance notice of proposed rulemaking, consistent with an order by the Secretary of the Interior.
